On top of it all is the main administration unit. This unit makes sure that everyting runs as smooth as possible, and thus makes rules, discards other rules, keeps in touch with the language administrators...
Then there is the language administration units. There is exactly one for every language supported by ATO. When a language administration unit receives information about a new translation job, it must find translators and proofreaders for the job. It is also the language administration units' job to maintain a WWW homepage for their translators and proofreaders with translation guidelines, a complete list of all translators and proofreaders of that language and a link to the main administration unit's homepage.
To make our projects run, and give a nice outfit to our customers, we have project coordinators. These people take care of individual translation projects, ie. they announce the jobs on our mailing lists, keep track of who does what, and sends the resulting translations to our customers. Also, the project coordinator will forward messages from our customers to the translators/proofreaders.
Last, but certainly not least, we have the fundament of the whole organization: The translators and the proofreaders. They will regularly be informed with new translation jobs that they can volunteer to take, and news about ATO. The information about new jobs will be handled by a main mailing list to which they all subscribe. Sometimes translators and proofreaders have to join into translator teams and proofreader teams in order to take on really big projects.

To become a member of the main administration unit, you must be able to provide web-space for the organization. You must also participate as both proofreader and translator.
To become a member of a language administration unit, you must speak (and write!) the language you head, you must be able to provide web-space for the language, and you must also participate as a proofreader and a translator. As you must also set up and regularly update/expand some guidelines for translating into your language, you must be able to work together with your translators in order to do so.
To become either a translator, proofreader, or both, you must accept the guidelines worked out by your language administration unit. Of course, you also have to know your language well and must be able to write without too many misspellings and syntax errors...
All members will have to accept their responsabilities, otherwise such an organization cannot exist. As long as everybody does their job, everything should work just fine, though!
